A contractor's payment requirement does not become justified simply because it appears in a final account or because it is reported that the key will not be delivered without it. On the other hand, the price of the apartment is not always the only amount paid: there may be legally agreed attachments, changes that the purchaser has ordered, upgrades, late payment or other defined charges.
The main question is what is the source of the demand. Ask the contractor to identify the contractual clause, order or approval on which he relies, specify the fund, VAT, and snapping, and show when and who approved the work. Without this connection it is difficult to check whether it is a real debt, an accounting error, or an attempt to retroactively add an unscheduled condition.
Where Do Surprising Payment Requirements Come From

"Power upgrade" can include new points requested by the purchaser, but also a correction required to fit the apartment into a plan that has already been signed. "Kitchen change" can be a more expensive choice, or a replacement made because the original model was unavailable. Only comparing the documents shows who requested the change and what was agreed on about the cost.
What to do before you pay or refuse
First, send an orderly request for details and not just a conversation with the foreman or supplier. Specify which lines are unclear and ask for the contractual and accounting basis. Then check to see if there is a close date for delivery, payment or signing a protocol, because an untimely response may create additional pressure.
