It is often said that lawyers are exploitative and unfair people. This office came to erase this stigma. The entire staff there is lovely, and they do their job faithfully. In my case, I dealt with Attorney Hussam Armali, and I must say that I have never met such an honest, decent, and goal-oriented person. Thank you very much from the bottom of my heart 🙏
How Long Building Permit Israel

How long does it take to obtain a building permit? There is no uniform duration for each application. The schedules set for licensing procedures begin only after receiving a valid application at each stage, and do not necessarily include the time it takes to measure, plan, obtain permits, amend documents, and pay charges.
The short answer
A request for permit information is expected to be granted within 30 working days of the date of its receipt. After the planning and reception of the permit request, the spatial control and decision phase is usually allocated for 45 working days in a plan-compatible request, and for 90 working days in a request that includes relief or nonconforming use. After the decision, design control, completion, approvals and payments may still be required before the permit is produced.
Therefore, it is not possible to guarantee that the remainder will be accepted within 45 or 90 days from the start of work on the project. These are deadlines for defined stages after receipt of a request, rather than an overall schedule from the first idea to the signed permit.
What steps are included in the process
- Preliminary planning and measurement of the land.
- Submitting a request for information for a permit and accepting the requirements applicable to the property.
- Preparation of plans, appendices and approvals by the application editor and professionals.
- Acceptance of the permit application and spatial control of the local committee.
- The decision of the Licensing Authority or the local committee, according to the course of the application.
- Design control, completion of terms, payment of fees and levies and the production of the permit.
Step 1: Information for the Permit
The information for a permit concentrates the applicable plans, uses and permitted territories, limitations, prerequisites and the list of documents and permits required. According toThe Planning Administration's Guide to Requesting Permit InformationThe information should be provided within 30 working days from the time of receipt of the request. A request that has not been received or lacks preconditions may reverse the process.
Step Two: Preparing the Request
The period between receiving the information and submitting the request is not the committee's waiting time. At this stage the architect and the editors of the annexes adapt the planning to the plans, spatial guidelines, and requirements in the information portfolio. As consultants, infrastructure coordination, rights agreements, or solution to existing exceptions are required, preparation may be extended.
Step 3: Spatial control and decision
Once the request is received, its suitability for plans and instructions applied to the property is tested. In a full licensing track that does not include relief or nonconforming use is assigned to this stage 45 working days. In a request that includes relief or nonconforming use, which also includes publication and possibility of objections, is allocated up to 90 working days.
The count does not necessarily reflect the time that has elapsed since the design began. A request that does not meet the threshold conditions, a material amendment, a missing document or a change in planning can delay reception or require a revised submission.
Step 4: Design Control and Production Permit
A decision to approve the application is not always a permit that can be started by virtue of it. After the decision, compliance is required, and sometimes design control at a control institute or licensing authority. At the end of the process, approvals are completed, charges are paid, and the permit is produced.
What usually delays building permit
- A gap between the requested planning and the program has begun, the building lines or the permitted uses.
- Request for relief or nonconforming use that requires a longer route and advertising.
- Existing building irregularities or a gap between the situation on the ground and the building case.
- Documents, signatures, appendices or certificates of uncompleted factors.
- Unregulated rights, multiple rights holders or disputes between property owners.
- Amendment requirements of the Commission, the Institute of Control or an authorizing factor.

How to Reduce Delays
- Checking the starting design and licensing status before formulating a final plan.
- Ensure that the application editor has received all the rights documents and information about the existing construction.
- Manages a list of terms and conditions with a responsible and timed for each task.
- Respond to correction requirements in a concentrated and documented manner.
- Differentiate between a design, engineering, proprietary or legal problem and address the appropriate professional.
When a lawyer is required
An architect or an application editor administers the professional licensing procedure. Legal advice is made relevant when there is a dispute of rights, objection, unclear requirement, nonconforming use, appeal, existing exception or difficulty facing the planning authority. The information in the article is general and does not replace a review of the plan, the information portfolio, the property documents and the route applied to the particular request.
When the procedure is related to running a business on a property, the building or use must be distinguished from the business license. For expansion seeWho is responsible for a commercial property permit.

I contacted Karen just to figure out whether it was worth selling a piece of land we inherited or keeping it. She sat down with me and explained the whole picture – rights, taxation, what can be done in the future. She didn’t try to push in a certain direction, and that was the most important thing to me.
Karin Amsalem, a professional and thorough attorney of the highest level! Represented us in the process of selling a plot of land that we won in a tender. This is a complex process that includes registering lease rights in the Land Registry, payments to the Land Registry such as consent fees, refunding subsidies for housing and construction, as well as handling the appreciation tax, which includes many expenses. Karin managed the entire process with professionalism, accuracy and attention to detail, while fully protecting our interests as sellers. Throughout the entire process, we felt that we had someone to trust. Highly recommend her!
